Have you tried booting up in Safe Mode and running your anti spyware and anti virus software? I'd run a rootkit program, too, to find hidden spyware and a registry cleaner for good measure.

If you reformat you'll lose all your files unless you have a recent back-up. Hopefully you do but if not I would exhaust every option before doing it. Good luck.

boot from the xp cd. make sure the bios are set to boot from the cdrom first. the options will come up. choose a new install and format using the long version not the fast. this will take a bit of time. send me an email with your phone# and i'll walk you through it....
normal people call that process as re-format
why would you want to install it if it already has it. Go get Norton Antivirus and it will take care of all the viruses and everything will go back to normal.
