Is this a virus?!?

Theres this little icon (red circle with a white X) in the lower right corner of my computer...when i put my cursor over it, it says "Your computer is infected" and if you click it, it downloads a random virus protector...but it always pops up this notice and it's really annoying:

Windows has detected spywar infection!

It is recommended to use special antispyware tools to prevent data loss. Windows will now download and install the most up-to-date antisypyware for you. Click here to protect your computer from spyware!

it doesnt sound like a virus, but windows usually makes sure you want the program, and doesnt constantly download new programs and warn you non-stop(like every 20 seconds)

if its not a virus, can anyone tell me how to turn it off so it will stop warning me every 5 seconds and downloading random crap without asking me?

thanks so much.
